What has happened to Black Eagle Cam? I know that this question was asked a while ago but did not see a reply. The website is also not funtioning as far as I know.

Are the Eagles still there? or has lack of funding ot local developmemt ended the project?

They had a burglary and some of the equipment had been stolen.  They are working on it to get it back up and running.
