I have been trying to view the Black Eagle cam since the day it was placed on this site and NOT ONCE has it worked. What is going on??

Are you able to watch the other streaming cams on Africam?
What time of day (and part of the world) are you watching from? There is no night lighting at the Black Eagle cam, so when it is night time in Africa, you are not able to see anything.
